LightSpeed - OutputCache - Use AppFileChanges Monitor

Monitor the App folder for changes to flush the cache.

The LightSpeed Output Cache monitors data changes to flush the cache.

When this feature is enabled, it will also monitor the App folder for any changes in templates, so that the cache will also be flushed.
